Requirements

Install Laragon according to this post.

Installation

Download novapackages from GitHub.

Run composer update, npm install and npm run dev.

composer update
npm install
npm run dev

Copy .env.example to .env

Create a mysql database novapackages or whatever name you choose with Phpmyadmin.

Change database mysql parameters in c:\laragon\www\novapackages\.env file.
